Who can have a blue badge?

Anyone over the age of two who has a permanent and substantial disability which affects their mobility can apply for a blue badge.

The Welsh Government has produced a leaflet called A Guide for Applicants in Wales which explains who would be entitled to a badge and an .

There are two routes to qualify for a blue badge, automatic eligibility and discretionary eligibility.

Automatic eligibility

You are automatically eligible for a blue badge if you are more than two years old and match any of the following descriptions:

Receives the Higher Rate of the Mobility Component of the Disability Living Allowance.

Receives Personal Independent Payment (PIP) Mobility Activity for Planning and Following a Journey - category F and or Moving Around - categories C, D, E and F (CHANGE TO POINTS)

Registered blind

Receives a War Pensioner鈥檚 Mobility Supplement (WPMS)

Has been both awarded a lump sum benefit at tariff 1-8 of the Armed Forces Compensation Scheme and certified as having a permanent and substantial disability which causes inability to walk or very considerable difficulty walking.

Discretionary eligibility criteria (Aged 3 or more)

You may be eligible for a blue badge if you are more than two years old, have a permanent and substantial disability and match any of the following descriptions:

Unable to walk or have considerable difficulty in walking

Have a severe disability in both upper limbs, regularly drive a motor vehicle but cannot turn the steering wheel by hand even if it is fitted with a turning knob

Regularly drive a non-adapted vehicle but are unable to operate or have difficulty in operating parking meters or pay and display equipment because of severe impairments in both arms

Discretionary eligibility criteria (Under the age of 3)

Children under the age of three may be eligible for a badge is either:

A child who, on account of a condition, must always be accompanied by bulky medical equipment, which cannot be carried around with the child without great difficulty, OR ARE

鈥婣 child who, on account of a condition, must always be kept near a motor vehicle so that, if necessary, treatment for that condition can be given in the vehicle or the child can be taken quickly in the vehicle to a place where such treatment can be given.

Discretionary eligibility criteria (Cognitive Impairment)

In addition people who have a Cognitive Impairment may be eligible for a blue badge if they are either:

In receipt of the Higher Rate Care Component of Disability Living Allowance (HRCCDLA) and have difficulty planning or following a journey to such an extent they require constant supervision, OR

Have difficulty planning or following a journey to such an extent they require constant supervision.

This could include people who have difficulty in planning or following a journey due to Autism, Alzheimer鈥檚, and Dementia, Stroke, Learning Disability, Head Injury or their mental health. This list is not exhaustive.
