Annual Studies

Following the adoption of the LDP in 2012, we have a duty to keep all matters under review that are expected to affect the development of the area. This is done through an Annual Monitoring Report and a number of studies:

Annual Monitoring Report

The Council are required to prepare an LDP Annual Monitoring Report covering the preceding financial year and submit it to the Assembly Government by 31 October each year.

The Annual Monitoring Report helps assess the extent to which the LDP strategies and policies are being achieved in accordance with the Monitoring Framework set out in Appendix 1 of the LDP. The Annual Monitoring Report is the main mechanism for identifying any changes required to the LDP and is intended to improve the transparency of the planning process.

Joint Housing Land Availability Study

This study monitors the provision of market and affordable housing and provides an annual agreed statement of residential land availability for development planning and control purposes.

Annual Town Centre Surveys

The Council undertake an annual ground floor land use survey of the five town centres in Blaenau Gwent. There are over 500 individual properties within the town centres, and by monitoring their occupancy both the vitality and viability of the centres and the effectiveness of the Development Plan policies can be assessed.
